I have the following problem :

when user in windows has restricted rights (admin has restricted not to install software etc...), program does not register well. Admin can run software, but user gets message that software does not have valid license. Is there any way to resolve it ?

I need my software to run when a user (limited account) is logined, no matter if admin has installed and registered software.

By default, if you don't supply a full path for the license file when calling GetLicense and InstallLicense then the license is stored next to the application executable. Under XP and Vista this generally requires admin rights to write (ie to install the license). If you want restricted users to be able to install the license then you need to specify a full path for the license file (typically to the common application data directory which restricted users should have write permissions for).

We've modified the sample License App project in the latest version of ILS released last week to illustrate how to do the above.
