This is an existing network license. The customer wants to add one more user at a time. Since I still use ILS 5.11, this is controlled by Product Info in the license. How can I change Product Info? I cannot find the way to do it in License Tracker. Do I need to deactivate this license completely and jut issue a new license with a different value of Product Info?

There is no way to update ProductInfo for existing license keys. It is compiled into the actual license key. So you would need to issue a new key.
