I uploaded the latest version of the Authentication Server software to my web site and attempted to run install.aspx to complete the upgrade.
When I run install.aspx the following message is displayed:
"Connection Error: The Microsoft Jet database engine cannot open the file '\\regentstreetresearch.ca\authenticate\App_Data\Authentication.mdb'. It is already opened exclusively by another user, or you need permission to view its data."

Do I need to stop the Authentication Service first? If so, how?

Hmm.. that is somewhat strange - seems like you might be running the Install page simultaneously in two different browser sessions. If you overwrite (or move and replace) the web.config file that should stop the web service and force it to restart.
