Globalizer processed an XAML file with no translatable strings in and created a corresponding empty RESX file.

Why is that the case?

Globalizer.NET does create a resx file for each potentially localizable XAML file. We will have a look at that for a future release to see whether we could/should change that. In the meantime you can exclude the target from the Globalizer.NET workspace and delete the resx file from the Visual Studio project if you don't want it.

Thanks for clarification.

Your suggested approach has the serious disadvantage that I needed to remember to include the file again as a new text string was added, e.g. by modifying the file in VS designer.

This is very prone to errors.

Yes I would only do this if you know that you will never be localizing that page/window. Otherwise the overhead of the extra empty resx file is negligible and you could just leave it.
