What sort of target are you scanning (eg Windows Forms, WPF, XML)?
Normally, for Windows Forms, only properties that have been changed from the default (ie have non-empty strings) appear in the invariant resx file and so you do not get many (if any) empty strings appearing. If you have selected the Scan Form/Control Type Properties option (in the Properties > .NET Forms tab) then Globalizer will scan all possible localizable properties (not just those that are present in the invariant resx). This does allow you to localize properties which aren't present in the invariant - but will result in empty entries.
