Does this interact with PayPal without IPN.NET?

If you want to process payments from PayPal and issue license keys automatically then you need IPN.NET. You could build this functionality yourself - but it would be a lot of work. _________________ Infralution Support |

No - that is completely separate. You can sell Encrypted Licenses using IPN.NET.
Authenticated licenses are for when you want to lock a license to a single computer name. Authenticated licenses require you to install the Authentication Web Service (which comes as part of ILS). _________________ Infralution Support |
