I have been attempting to test my IPN server with PayPal, but for some reason the postback keeps timing out. This is the line from the trace:

Payment not verified by PayPal. PayPal response: The operation has timed out

I've tried at different times and different days just to rule out a server issue on their end.

Has anyone seen this before? I'm at a loss as to why IPN cannot postback to PayPal.

Are you having issues with the PayPal sandbox or with the live PayPal site? My guess is that there is an issue with your website host configuration preventing you making outbound posts for some reason.
