It appears the evalution counter/monitor cannot run in Medium Trust because of the registry access. Is there any work around?

Not really - the monitor requires access to the registry to store the data. If it doesn't have System permissions it will use the HKEY_CURRENT_USER hive - but if you don't have this permission then you'll have to look at alternative mechanism (saving the evaluation date in a file)
