Currently if the license can be exported to resources file, is that we can use resources manager to validate the program using resources? Since it has embedded into resources, it was good for us to hidden the license file from being opened using notepad or other word processors as well. If the resources file was using embedded file system, we could hide some sensitive information into the resources file as well.

ILS provides convenience methods that store and load license keys to/from file. But it is very easy to take full control of the load/saving of keys yourself and store the license key where ever you want. Then you simply call the EncryptedLicenseProvider.ValidateLicenseKey method to verify the license. See the Custom Licensed Application sample project for an example - it stores the key as part of an XML config file.
