Beware that it could also be due to a little bug in the script DevServer.bat that launches the server. It should read

I think it's understood in the OP but just to be clear, the programmer should put the external dependency initializer code inside a DesignMode test. IE:

public MyForm MyForm() {
...

It would be an interesting feature as there are many more tools that can handle utf-8 than utf-16.
